Creates an IComDll Parameters: outDll  the created dll inFullPathName  the full path of the dll to create inHasDta  true if the extension/dll is supposed to have an associated resource file (.dta)

virtual TMCAsciiTranslationTable* MCCOMAPI IShSafeUtilities::GetAsciiTranslationTable (   )  [pure virtual]
